where do I find Active X Control to install

I have been having alot of problems with Internet Explorer 8 . Very slow to start up and going to hotmail was even slower. I found that I had

 

a damaged Active X Control this is what the settings tab on my intternet options gave me.  I removed the damaged AXC . Thank You for any help 

 

you can give me.           

 

Damaged Active X Control               

C:WINDOWSDOWNLOADE...GP.OXC*         

C:WINDOWSSYSTEM32ATL.DLL*      size/bytes                  

                                                       61,440
