Office Telemetry agent Windows XP is not uploading data to shared folder

Hi,

I am having a Windows XP SP 3 machine with Office 2003. I installed office telemetry agent in it and configured the random delay parameter to 0 in registry. But the machine could not upload the data to the shared folder until

I log off and log on. Why XP machine is not able to send the data to the shared folder in regular intervals? But windows 7 machine was able to upload the data in regular intervals.
