eudcedit.exe is missing in windows server 2008 R2

installed Windows server 2008 R2 SP1 64-bits and want to analyze user defined characters for which I got EUDC.TTE file. I placed it in Windows/Fonts folder and now when I tried to find eudcedit.exe for which usually should be in Windows/System32 folder

is not present.

 

So i cannot proceed in my investigation for these user defined characters. 

 

The actual issue is printing these characters though our application, which am investigating.
