Mouse issues and restart screen issues!

My less than 3 month old toshiba laptop is having major problems. On my administrator name the mouse likes to disappear and not show up unless I log off, which starts the problem over. Along with this, today I used a standard user account to restart

my laptop and install updates, and the computer is currently stuck on the "restarting" screen. My computer is fairly new and I don't appreciate all the problems it's having early on! Please help me resolve these issues!
