Outlook Express export of messages not working

I'm trying to export my email from Outlook Express 6 (6.00.2900.5512) on Win XP.  I choose File/Export/Messages and get as far as the 'This will export messages from Outlook Express to Microsoft Outlook or Microsoft Exchange' message. When I choose 'OK'

the message disappears and nothing further happens. The panel for choosing the output type does NOT appear. Is there a fix for this?  I'm trying to migrate to a new Windows 8 machine.
