WUWebControl Class missing

Windows Update fails, ostensibly due to error 0x8DDD0004, but all roads lead to

'Enable the WUWebControl Class add-on'.  In my case, unfortunately, this add-on is missing, and none of the MS FixIts or multitudinous threads I've searched address this issue.

 

Concurrent with this problem and possibly related, I am getting the "Svchost.exe has generated errors and will be closed by Windows" error on startup (Event ID 1103:

.NET Runtime Optimization Service (clr_optimization_v2.0.50727_32) - Tried to start a service that wasn't the latest version of CLR Optimization service. Will shutdown).  I've had about as much success fixing this as with the update problem -- i.e.,

none.

 

It should go without saying that meaningful help on either or both of these issues will earn my undying gratitude, but.....meaningful help on either or both of these issues will earn my undying gratitude.
