Using Windows backup or Restore Wizard

If I have backed up selected folders (Documents and Settings, Programs, and Windows OS) to a secondary hard drive, why aren't the folders seen on the drive they were backed up to? I see backup

Icons on the correct backup drive but they only open the Backup Wizard to restore the files.
