windows 8 Customize start screen with shortcuts

Im creating an enterprise windows 8 image. I want to add a shutdown shortcut on the start screen so all users when they log one, that shortcut would appear, In audit mode, i created the shortuct and pin it to start screen,then i use sysprep with the copy

profile methode, Now when deploying the image, and a user logs in, he can see the shutdown shortcut on hi start scree, but it doesnt work. If the user right clicks the shutdown icon and cchose open file location, it says error the path doesn not exist. The

path is something inside the local administrator roaming peofile space, So how can i create shortcuts while in audit mode and bypass this problem?
