When I start up I get this message scadip.dll not found''

Álso Windows update has been successfully updating ( KB2656351 & KB2600217 ) for the last fortnight over & over again at least 15 times, but has not stuck.Microsoft recomended to download a "free" fixit program (It cost over $50 )& this program has not done

what it was supposed to do.

Please HELP!
