user access control freezes

Every time I try to install a new program or even run Task Manager or msconfig or regedit the user access control pop-ups asking me if I want to run this program or not.  I click yes but then nothing happens.  It just stays on that background screen and

nothing ever comes up.  It used to be fine and this only recently started.  

 

Not sure how this happened or how to change it so I can install new programs or updates.
