How do I block senders in WIndows Live Mail

I want to block some senders to my Windows Live Email account. I used to be able to do it on Outlook Express. When I try to do it on Windows Live mail, I change the message rules to block the messages and they still appear on my emails. When going to check

the message rules it states on the bottom not available on Windows Live mail.
