How can do to translate language pack from en-us to myanmar language for win 7/8?

We want to get myanmar language pack to use microsoft windows 7 or 8. And we are ready to translate the language from EN-US to Myanmar officially. But do not know how to start and process. Please kindly give me suggestions for this services to try step
