cannot access java.com to install

I uninstalled java and updates to get rid of a couple of glitches.  Now when I try to access java.com a window pops up with yellow triangle with ! in it and says object error.  No matter what I do, I cannot get rid of it and cannot access java to reinstall.

 How can I fix this? I have Windows 7, use internet explorer, and google chrome browser.
