Administrator account disabled unable to logon

I have(had) only one login account that was administrator for win 7 ultimate.  That account has become disabled.  I tried to reset my computer with the win 7 installation disk(restore).  That will not work.  I have tried to start in "safe mode"..that does

not work.  I have tried to get to C:/ but I cannot get to that screen.  Everytime I start the computer it goes to the logon screen with no way to get beyond that... is there a way unlock the drive?  Or should I start over with a new hard drive?
