Why is Action Centre taking so long to check for updates?

why is action centre still checking for updates? It has been more than 24 hours and it is still checking. Also how do I turn Windows Defender on? I cannot find any setting that would allow me to do so. I have tried the box where I can opt to turn Window

Features on or off but all it says is wait...and I have been waiting for a day now. Please help
