Windows Defender Behaving Differently

When I attempted to scan my computer with Windows Defender, it stopped and it prompted me with this message " Windows Defender Couldn't Scan Your PC."  I followed the two suggestions ( To restart the service manually and to restart my computer ) from the

dialogue box that appeared but neither of them worked. It doesn't update the virus definition automatically. What's going on here? Is my computer affected with a virus that screwed up Windows Defender?
