kb9927494 keeps failing as tries install again and again

as stated above in auto and manual update it offers installation and then appears to install and then fails. I get a temp window page "sometimes" saying that it will be install at next shut down, but at restart it never installs, although the update says

fail beforehand.  I get error code 40070490.  HHHHEEEEELLLLLPPPPP
