How to open downloads

I guess I was infected with something. Couldn't do anything. Was able to install Norton360 in safemode. It found many  things. I still couldn't use things on my computer, went online to search for answers, tried a few, but no improvement. Downloaded a

few suggestions but cannot open/run them, comes up with " open with". Don't know what else to try. Moderately understand how to do things in my computer. dell xp. Any suggestions/help would be appreciated.
