How do I compose messages in HTML format in Windows Live Mail?

I am still trying to get used to Windows Live Mail having upgraded from Windows XP to Windows 7,64-bniy Home Premium edition on my new PC,I would like to know how to compose messages in HTML format. Googlimg the issue, it seems that I need to go to Tools>Options, but when I clcik on Tools under the Home tab, I see no "Options" button.

Where do I need to look, please?
