KB2807986 is throttled

Been through this before.  Hoping Susan Bradley can comment.On my system in WU KB2807986 is listed as Important but is not checked for installation, i.e. it is throttled.I thought perhaps on my system it might be related to this re KB2807986:

I thought maybe I had not installed KB2552343 and therefore KB2807986 would not be checked.  But I have installed KB2552343 when it was released in 2011.Further adding to the confusion is some users are reporting KB2807986 IS checked for installation others are reporting it IS NOT.If this is such an important security update why is MS not checking it for installation?  Many users will not install this update because of this.
