Are there some guidelines on how best way to set up multiple users?

My hard drive has been reformatted; OS reinstalled; Windows 7 home premium up and running. I would now like at least 4 users (one being administrative, each with separate passwords and permissions. I'm wondering if there are some general guidelines in

doing this. I do not clearly follow the language  under OS (C:) Properties/Security.
