How can I fix corrupted explorer.exe on one of two users

Two users configured on my XP laptop. User #1 works fine. User #2’s icons and taskbar do not appear on start-up. The problem I believe is a corrupted explorer.exe User #2. 

Explorer.exe User #1 functions correctly.

The work around I use is to start-up the pc as User #1 and then switch users. If I do this, when I open User #2 the icons and taskbar work normally because it opens using User #1’s explorer.exe.

What do I need to do to replace User #2’s explorer.exe? I’ve tried “end process” of explorer.exe in the Task Master Processes Tab. That did not work. Any other ideas?
