How can I get the Clock on the Windows Sidebar to work again?

I have a Windows Vista 32-bit Computer.  I uninstall IE-9 because the computer became sluggish and was having a lot of issues getting onto the Internet. Often times when the browser is launched, only a blank page comes up. At the same

time Taskbar is indicates that it is waiting for the target website to respond. It is stuck in that mode for an extremely long time. So I went back to IE-8; but now the Clock on the Windows Sidebar stop working. How do I get it to work?
