SERVICE PACK 1 will not install - code 8024200D, i have tried everything suggested ... still wont lo

dell laptop, 64 bit, windows 7 premium.  have tried for months to install the service pack 1,,,  keep getting the error code : 8024200D...and now, when i try to install windows exp 10 , says i cant because i dont have the service pack 1 ....
