Rotate or resize function Windows photo viewerno longer working

I cannot resize photo or rotate it permanently in Windows photo viewer.  Even if i perform these functions in another program when saved to My Documents, My Pictures, photos revert to original size and rotation.  How can this be fixed?  I am running Office

2003 o, Windows XP on HP DC5750 computer with lots of memory.  HELP!
