Why does the Virus Protection shut off on Windows Security Essentials?

I obviously have Windows Security Essentials installed on my computer, but when I open it up to take care of updates, I notice that the Virus Protection part is OFF!  Why is that?  Why won't it let me turn it ON? What do I need to do, besides making sure

that WSE is updated?
