clock won't maintain correct time & date

I have Vista Home premium & have just done a FULL restore to try to "fix" issues on my desk top computer. The clock & date will still NOT hold the correct date or time, except while working on the computer. Each time that I shut down it changes. Even though

I have clicked on the various "sites" for the computer to synchronize with. Can anyone help me?
