Why is it impossible for Windows UPDATE to retry "FAILED" upates. i.e. KB2809289 & KB2655992

During a recent Windows Update (and previously), I received a "Failed" status (1 of 7 Updates dates 14/3/13, see above for my ONLY failed opdates), I tried all the options & Fix-it, but although Fix-it says it had sorted Update, ALL reruns of Windows

update merely said "Your System is OK & up to date". Why can't this software remove "FAILED" updates and reload them. So far I have wasted several hours and cannot find a solution to what, to me, should be a simple solution from Microsoft?
