Windows Defender has been turned off and isn't monitoring the computer?

The problem is I'd upgraded my Windows 7 - 8 Pro. Now Microsoft Security Essential runs though after I'd uninstalled. As far as I learn the web pages for Windows 8 it should have work Windows Defender on my computer but it doesn't come up whenever I try

to open the Defender whenever the information shows I just have to close/ok button . I have no I idea though I don't use any other Security scanner...Please help me out how to solve the problem with this.
