MSE install failed with following error: MpExecServiceConfig: Error 0x80070005: Call to MpExecServi

After the latest MSE upgrade did not install, I uninstalled it and tried to reinstall. however it fails with the following error in the install log:

Win 7, genuine.

I tried every possible approach suggested in the forums with no success. Any ideas?
