it says windows updates available but the shield does not show up

We have a WSUS that is on a closed network, we have downloaded the updates and our WSUS server says that the updates are ready, when I right click and the menu bar on the bottom and click on properties and then click notifications

and look at customize notifications the yellow update shield is under the line that says past items and on the drop down menu it says to always show, however I can not get the shield to show up for me to click onto down load updates. 

The funny thing is that everything was working fine until we installed the latest updates for .Net 4 frame work the WSUS shield has not shown up to down load updates.
