I've searched the issue and found many threads addressing the issues caused by W7 update of March 19, 2013. I don't see much activity on this forum concerning this problem. 

When I start my computer I get 13 messages of missing dlls, some repeating. After I click through all of them, I my desktop appears but no browsers will run. The messages I get are for 11 different programs that will not run because they are "missing" api-ms-win-downlevel-user32-|1-1-0.dll

or download instead of downlevel or ole32 instead of user32. I tried a system restore from the beginning of March. It didn't work. Now it's trying to unrestore so I can pick a different restore point.

Is Microsoft ignoring issues their updates may be creating on older PCs? Mine is only three years old. It's a Toshiba Satellite.

Can someone please help?
