windows 7 i cannot transfer chosen programs from the desktop all programs to the start menu

I used to be able to select certain programs from the desktop "all programs" list and send them to the start menu list,but it no longer works.

For example,when I view programs in the desktop "all programs list" and I would hover the cursor over a program(such as XPS viewer) and right click it and the option to transfer to either the "start menu"(or) to the "taskbar-but recently programs will only

transfer to the taskbar.

I have gone into "control panel"and selected "start menus and taskbars" and customised the "start menu" to accept recently opened programs and that then allows me a scale of how many items to be able to transfer to the "start menu"and I just chose a high

figure,such as 20 items,and yet the programs will still refuse to be moved to the "start menu".

I do hope that all I have said makes sense to one of the forum moderators and eagerly look forward for some assistance,
