unsetting read only property not effective - all folders say Read only

 Windows Vista home premium, I rearranged some folders between 2 users (Mom and Daughter) and now all files and folders appear to be READ only and I can no longer save with MS applications. Also when I right-click to change permissions ... it appears to

Apply to all files and folders but after no effect has been taken.

 

just for added effect ... my virus program does find Trojan viruses and quarantines files a few per day which I delete ... i am thinking this is just part of the environment ...
