Adding a footer to Windows Mail

Does anyone know how to add a footer to Windows Mail messages? I've tried using the signature setting but it comes up as exactly that - a signature at the end of a message. I want to add something that sits right across the bottom of every message and

includes a small picture but I can't find a setting that will allow me to do so.
