I can't turn on my firewall. How can i do it?

My firewall can't been turned back. when i press use the recomended setings an error message popps up (0x80070422). I'we runned the Microsoft security scanner. The scanner found an infected file but it coudent been removed by it. I ran a full system checkupp

with norton but it coudent found it!!! I'm wondering if anyone have a tip of what I can do or have a solotion?? Please excuse my spelling I'm dyslexic.
