I am getting the following error after 3/19 Windows update took place "api-ms.win downlevel-Ole32-l1-1.O.dll" after reading extensively online it appears it was suggested to remove IE10 and or a specific patch (don't remember the exact path number), as

I try uninstalling it, it gives me an error stating it cannot be uninstalled.  I have tried restoring the PC back to a past date and that is also not occuring.  Please help as this is impacting the abilitiy to do anything on the system as I cannot download

anything nor open IE.  I can only browse through Chrome.  HELP!!!!
