MS Fix It doesn't fix anything

I have a lot of trouble with Windows Updates.  Ran MS Fix It several times, and each time it says "Windows Update components must be repaired"  and reports "fixed" .   This apparently is wrong.  If it has successfully fixed anything, why does it continue

saying something needs to be repaired in subsequent runs? 

 

I'm running Windows XP SP3.
