Windows XP SP3 Can't turn on Real Time Protection Time Out period has expired. error code 0x0070564

Tried to turn on Real Time Protection in Microsoft Security Essentials because message said Real time Protection was turned off because Time Out period has expired.  I did not turn it off.  Now cannot turn it on. Windows XP sp3.
