error code 80070002 in WIndows Update - Win7x64SP1

I have been getting error code 80070002 in Windows Update since November 2012. 

Windows 7 64bit SP1.  MSE antivirus up to date.  I have done ALL of the suggested fixes multiple times.  Cleaned the windowsSoftwareDistribution... files.  Run the downloaded FixIt tools, etc.  Fix IT Tool says update databases are corrupted and then fixes them.  Says they are fixed. 

Windows Update still won't run.I have access to tools such as DaRT if there is anything useful that can be done with that.Unless someone has any other suggestions, it's time for a complete re-image.  I'm at a loss.
