Why does adobe flash installation cut off at 47%

I am told to install the latest version of Adobe Flash.  Checking the test area, I do not have Adobe because There are no images in thebox. But here is the confusing issue, in the toshiba installation box. I have installed "Adobe Flash Player 9 Activex. Is there a difference?I have a Toshiba Windows Basic Laptop L355 (S7905).  IE9.  Everytime I try to download Adobe Flash, I timeout at 47%.        Help
