What's the difference between Windows 7 Full and Windows 7 System Builder Licence?

The Windows 7 System Builder License cost about $100.00 and the Windows 7 Full about $190.00.

I'm upgrading from Windows Vista 64 to Windows 7 64. Is true that I'll loose everything on my hard drive because I'll need to do a clean install?
