Windows update caught in reload cycle, will not download anything.

When I click on the Windows Update Icon it loads IE8, then it tries to have me download an ActiveX file for Windows Update, then I suddenlyu get a loop of it "Revering the TAB" and starting all over.Find no reference in the Knowledge Base.
