Programmes are not closed when shutting down

Window 7.

Whenever I shut down the pc there are always programmes that need to be closed manually or the pc will not close down and just goes to sleep.

 

Before, when I was closing the PC programmes such as Skype or Outlook where automatically close. Now I have an overlay telling me that those programmes are still running and asking if I am sure I want to shut them down. I don't get why! Of course it would

be different if it was a programme where I need to save some doc, but why Skype or Outlook?

 

Is there any setting I can change to make sure Windows forces close all the programmes?
