Windows Live Photo will not import pictures

When I connect my camera to the computer USB port and turn on the camera I can hear it make the connection but nothing happens.  I disconnect the USB end and try again and refresh - still nothing.  I have a Kodak camera and did have the Easyshare software

but it no longer works and I deleted it.  I have looked at all the instructions and video on how to import pictures using Windows Live and am sure that I'm doing it correctly.  What is the problem?
