error 0x80070645 when downloading MSE

I originally received error 0x80070643 when trying to update MSE on my computer. After trying all fixes and resorting to uninstalling MSE and trying to reinstall, I now get error 0x80070645. I have spent six hours trying every fix I have found on the Internet

to no avail. I definitely do not have any traces of remaining 3rd party security software and I have made sure Windows installer is active and have also tried all other tricks including two different registry cleaners. I would really like to use MSE but my

computer is currently unprotected and unless I can get a resolution quickly I will be forced to purchase Norton, McAfee or some other 3rd party software.
