module "missip32.dll" could not be found

I have tried to fix problem with turning on Windows Defender... my last attempt to register DLL files has come iup with  "the module missip32.dll failed to load.  Make sure the binary is stored at the specified path or debug it to check for problems with

the binary or dependent .dll files.  The specified module could not be found.        Can someone please walk me through this procedure.  I  don't know where to start.  Thanks and it is really appreciated.
