Windows 7 Updates - updating programs on one Computer - Windows 7 64 bit and not on Windows 7 32-bit

Dear Forum,

 

I am facing an issue in regards to when I commence and update on a Windows 7 32 bit machine - one updates - including Internet Explorer - just recently it updated to version 9 to version 10.

 

The other machine Windows 7 64 bit - stayed with Internet Explorer 9 - but updated some sectors of the program.

 

I have noticed that you can go into programs and see the features of what becomes updated.

 

Can someone please explain why and how Windows chooses what becomes updated?

I have not altered anything in what becomes changed
