Microsoft security keeps downloading same updates..

A few days ago the Microsoft Security icon refused to respond when clicked  on.Removed the security program and  reinstalled it and the icon started to respond again but it keeps going round in a loop and downloading the same updates over and over again.The

icon has also stopped working again too.What could be causing this problem,the computer or microsoft?.
