Windows Vista Home premium doesn't recognize data discs in DVD drive.

I run Vista Home Premium on an HP Pavillion dv6000. The drive (Mitsubishi) itself is recognized, and even runs CDs with photos, but does not recognize data CDs such as program installation discs. I have done ALL the recommended corrections including "Microsoft's

Fixit (it says there is a problem but can't fixit.) In addition I have deleted the upper and lower filters from the appropriate Key files. AND followed the zillion step instructions from HP.

Can anyone help?
